Dans la phrase 1, be est au présent, la phrase est au présent be-ing
Dans la phrase 2, be est au prétérit, la phrase est au preterit be-ing
b) he was jogging in the park
You were downloading music 
she was washing her car
they were bird-watching

Puisque be est un auxiliaire, il se suffit à lui-même et on le retrouve dans les négation, les questions et les réponses brèves
Négations :
he wasn't jogging
They weren't bird-watching
Questions :
Was he jogging ?
Were they bird-watching?
Réponses brèves :
Yes, he was
No, he wasn't
Yes, they were
No, they weren't
